Nonono. This is how you get your eye on someone (for reference, he throws his eyeballs away from his body to see far away places):

Man, that is one surrealistic image.

Sea otter?  Seal? Sea lion?  I'm guessing sea otter. Final answer.

The way s/he's she standing/(sitting?) so close to the camera, on top of a grating with people walking behind it, and thanks to the camera angle, no water in sight -- that is wonderfully weird.
